This was reported by the press service of the Council of the EU.

The sanctions apply to 47 individuals and 15 legal entities responsible for russia's destabilising actions abroad. Their assets have been frozen, and EU citizens and companies are prohibited from providing them with financial resources. Individuals are also prohibited from entering and transiting through EU territory.

The Council noted that the decision is related to russia's continued hybrid activities, including interference in the information space of the EU and partner countries, cyberattacks and sabotage.

The sanctions regime against russia ‘to counter hybrid threats’ has been in place since October 2024 and has been expanded several times, including in May 2025, when financial sponsors of destabilising activities and the possibility of blocking russian media broadcasting licences were added.
