The US Senate has proposed a resolution to transfer russian assets to Ukraine in tranches of $10 billion

A group of American senators led by Republican John Kennedy has registered a resolution in the Senate calling for the confiscation of frozen russian assets and their transfer to Ukraine for defence purposes. This was reported on Kennedy's website.

 

The resolution refers to $300 billion in frozen russian assets worldwide.

 

The senators believe that the only way to force Putin to end the war is to make it too expensive for him to continue. Using frozen russian money for Ukraine's defence, in their opinion, will increase the cost of aggression for russia without any expense to American taxpayers.


The resolution refers to the REPO for Ukrainians Act, passed in 2024, which created the domestic legal basis for the confiscation of russian assets.


In this regard, the senators propose:

 

to recognise russia's full financial responsibility for the damage caused by the war and to use its assets to cover this responsibility;


to recommend that the US government promote internationally the idea that russia's violation of international law deprives it of its right to sovereign immunity over assets abroad;


‘strongly urge’ all countries under whose jurisdiction russian assets are located to harmonise their legislation with the US REPO law and cooperate with the US in creating a multilateral fund to redistribute these assets to Ukraine in monthly tranches of $10 billion;

 

give priority in the sale of American weapons to countries that confiscate assets, and lower priority to those that do not.


The resolution is not a law and is not binding.
