The US has temporarily lifted sanctions on Rosneft's subsidiaries in Germany

The licence allows transactions prohibited by sanctions with Rosneft Deutschland GmbH and RN Refining & Marketing GmbH until 12:01 a.m. Eastern Time (6:00 p.m. Kyiv time) on 29 April 2026.
Bloomberg, citing its own sources, wrote on 27 October that the US had given Germany six months to resolve the issue of ownership of German assets of the russian oil company Rosneft.
The US thus complied with Germany's request to lift sanctions against Rosneft's German subsidiaries, as Germany assured that they were not under russian control.
Securing permanent exemption from sanctions remains a priority for Berlin, but German officials are also considering the possibility of confiscating the division and selling it to a foreign investor, two sources said.
Rosneft's German unit owns a controlling stake in the Schwedt refinery, which supplies most of Berlin's fuel. The company also has stakes in the MiRo and Bayernoil refineries.
After russia's full-scale invasion of Ukraine in 2022, these assets were placed in trust, giving the German government control over them.
The trust agreement is renewed every six months but can be overturned in court, as the legal basis for what was supposed to be a temporary emergency measure is reviewed with each renewal.
Until now, Berlin has refrained from confiscating Rosneft's local assets for fear of having to pay compensation to russia.
Rosneft has been trying to sell the business since March 2024, but without success.
Michael Kellner, a Green Party member of the German parliament, has called on the government to nationalise the business.
‘This is systemically important for Germany. The government must nationalise Rosneft's business in Germany in order to have confidence in its future,’ Kellner told the agency.
Germany used to buy oil directly from russia. Now Rosneft in Germany buys oil in Kazakhstan. However, russia controls the pipeline used to deliver it.
