PACE asks to transfer frozen Russian assets to a trust fund

The Council of Europe called for the completion of the establishment of the Special Tribunal for Putin and the transfer of frozen Russian assets to an international trust fund to support victims of Russian aggression. The Assembly calls on the EU to quickly reach a political agreement on the documents for the launch of the Special Tribunal and to provide the necessary resources for its work, including funding and qualified personnel. The resolution also recalls the need to establish an international compensation mechanism to compensate Ukraine, in particular through the establishment of a compensation fund filled with frozen Russian assets.

 

Despite the existing difficulties with asset confiscation due to disagreements among EU countries, PACE proposes to establish an international trust fund to manage frozen Russian assets. This fund would aim to compensate Ukraine and its citizens, with guarantees for countries that may be affected by the transfer of assets to the fund.
