HACCU rulings on asset forfeiture

Since the onset of Russia's full-scale invasion of Ukraine on February 24, 2022, Russia has been inflicting tremendous damage on the Ukrainian economy. The World Bank estimates the damage at $411 billion, and this figure is growing every day. We strive to hold Russia accountable and make it pay for the harm it has done. Ukraine has been making steps in this direction since May 2022 having amended its sanctions legislation.
In May 2022, the Law "On Amendments to Certain Laws of Ukraine on Improving the Effectiveness of Sanctions Related to the Assets of Individuals" was adopted. It allows for the confiscation of the assets of Russian oligarchs in Ukraine during martial law and the collection of those assets in favor of the state. 
In April 2023, the draft law "On Amendments to Certain Legislative Acts of Ukraine on the Application of Sanctions" was supported, providing for wider opportunities to confiscate the assets of Russian oligarchs in Ukraine. 
We monitor the situation with the sanctions policy in Ukraine and analyze the decisions on confiscation of assets of Russians and collaborators. Below is an up-to-date list of all the HACC's decisions on asset confiscation.

The group of metallurgical enterprises "United Company Rusal" supplies aluminum products to Russian defense enterprises that directly develop, manufacture and supply military equipment, weapons and ammunition for the needs of the Russian Armed Forces.

He is a close associate of the President of the Russian Federation. Supports the policy of the aggressor state through indirect ownership and control over organizations operating in industries of strategic importance to the Russian government, namely, in the transport, defense and construction sectors. He owns the 'Russian Machines' industrial conglomerate, which includes the Military Industrial Company, the main supplier of weapons and military equipment to the Russian armed forces.

He is the ultimate beneficiary of Hlukhiv Quartzite Quarry LLC, which illegally extracted high-purity quartzite, silicon and other minerals from the Banitsky deposit in Sumy region. The products were illegally exported to the Russian Federation, and the illegally extracted silicon was used by the aggressor state in the manufacture of missiles.

In 2017, Lebedev received a five-year ban on entering Ukraine after illegally visiting the Russian-occupied territory of Donbas and Crimea. After the occupation of Kherson by Russian troops during the Russian invasion of Ukraine, he was appointed head of the occupation administration of Kherson. In June 2022, he received Russian citizenship from the temporary occupation authorities of Kherson.

After the beginning of the large-scale invasion of Ukraine by the Russian Federation (hereinafter - the RF), Saldo V.V. openly engaged in collaboration with the aggressor state: he participated in a pro-Russian rally in Kherson during its occupation, obtained Russian citizenship, collaborated with the RF by acting as the head of the occupation administration, organized and carried out the so-called "referendum" in the temporarily occupied territory, applied to the government of the RF with a letter to incorporate Kherson region into its territory, and advocated the totalitarian regime of the Russian Federation, justifying the aggression.

Independent Oil and Gas Company provides a significant source of revenue for the Russian government in the form of taxes and fees to the state budget of the aggressor state. The total amount of taxes paid for the third and fourth quarters of 2022 and the first quarter of 2023 is UAH 4,502,373,506.

The companies owned by Khudainatov supplied fuel and lubricants to paramilitary, law enforcement and security agencies, as well as government agencies that took part in the preparation, support and direct full-scale military invasion of Ukraine.

As the Metropolitan of Simferopol and Crimea of the Ukrainian Orthodox Church of the Moscow Patriarchate, together with other clergymen of the same church, he regularly delivered food, ammunition and clothing to the Russian military starting from 24 February 2022, under the guise of humanitarian aid to victims of the so-called "special military operation of the Russian Federation". On his instructions, the Church functionaries operating in the AR of Crimea regularly engage in pro-Russian mass events organised by the occupation authorities of the peninsula, promoting the ideas of "ruskiy mir" ("russian world").
