Zelensky imposes sanctions against captains of Russian shadow fleet

Ukrainian President Volodymyr Zelensky has enacted a decision by the National Security and Defense Council to impose sanctions against the captains of Russia's shadow fleet as part of the synchronization of Ukrainian sanctions with those of the European Union.

 

This is stated in Decree 578/2025, published on the president's website.

 

Zelensky also announced new sanctions against Russia due to the full-scale invasion of Ukraine by the Russian Federation.

 

“Three packages of sanctions have been prepared, and the first package has already been implemented today. Sanctions against the captains of the Russian shadow fleet, and we will synchronize all of this — all of these packages — with our partners so that the pressure works in most jurisdictions,” the president said.

Economic sanctions have been imposed on individuals, including the seizure of assets in Ukraine and a ban on their acquisition, restrictions on trade and financial transactions, prevention of capital transfers outside Ukraine, restrictions on transit through Ukrainian territory, etc.

 

"For example, Myanmar citizen So Hlaing Win, captain of the tanker JUN MA (under sanctions by the EU, Switzerland, the UK, Canada, and Australia), has made more than 40 voyages from Russian ports to China, India, and Turkey. Personal restrictions against such captains will make participation in sanction schemes toxic and close their access to the civilized world," Vlad Vasyuk, the president's representative on sanctions against Russia, told reporters.

 

The president also imposed sanctions on companies that transport Russian energy resources by tanker.
