Leader of export control evasion scheme sentenced to 70 months in prison

Oleg Sergiyovych Patsulya, a Russian national, was sentenced to 70 months in prison for conspiracy to export controlled aviation technology to Russia and money laundering through illegal exports. His co-conspirator, Vasily Sergeevich Besedin, was sentenced to two years in prison in December 2024.

 

Patsulya and Besedin conspired to illegally purchase aircraft parts, including for Boeing 737 aircraft, and export them to Russia by deceiving US suppliers about the end buyers. They used offshore accounts and shell companies to conceal their actions. During the course of the conspiracy, they received more than USD 4.5 million, which was transferred through Turkish bank accounts. The court also ordered the confiscation of Patsuli's assets worth USD 4.5 million, including a luxury car and a personal boat.
