Volodymyr Zelenskyy signed a decree imposing sanctions on four individuals, including politicians and businessmen, including Serhiy Arbuzov (former head of the National Bank and Vice Prime Minister in the Azarov government), Andriy Kliuyev (former head of the Presidential Administration and Vice Prime Minister under Yanukovych), Viktor Polishchuk (former owner of the Gulliver shopping mall and Eldorado chain) and Alyona Shevtsova (former shareholder of IBOX Bank). The sanctions include the freezing of assets and the effective cessation of economic activity in Ukraine.
Sanctions against Kliuyev were imposed by the US back in 2015, but Ukraine took almost 10 years to make the same decision. Polischuk, who had family ties to the Russian leadership, had debts to Ukrainian state-owned banks, while buying luxury cars. His business structures, as well as the Leo Financial Company, headed by Shevtsova, were involved in tax evasion schemes, particularly in the gambling business.
