The Ministry of Justice of Ukraine has filed a second lawsuit against pro-Russian propagandist Kirill Vyshinsky with the High Anti-Corruption Court. In the lawsuit, the Ministry is seeking to have Vyshinsky's assets worth over UAH 10 million confiscated and transferred to the state in accordance with paragraph 1-1 of part one of Article 4 of the Law of Ukraine “On Sanctions.” Information about the existence of these assets was provided by the Security Service of Ukraine.
Kirill Vyshinsky is known for spreading pro-Russian propaganda and supporting Russian aggression against Ukraine. In 2014, he was awarded the state honor “For the Return of Crimea” and the Order “For Merit to the Fatherland,” and later received Russian citizenship.
In 2018, the Security Service of Ukraine informed Vyshinsky that he was suspected of encroaching on the territorial integrity and inviolability of Ukraine and of high treason. In 2019, he was handed over to the Russian side as part of a prisoner exchange.
He was subsequently appointed executive director of the Rossiya Segodnya agency under the leadership of Dmitry Kiselyov and included in the Presidential Council for the Development of Civil Society and Human Rights. In March 2023, he spoke at a meeting of the UN Security Council, accusing Ukraine of “Russophobia” and “oppression of the rights of Russian-speaking citizens.”
By a decision of the High Anti-Corruption Court of February 24, 2025, a similar sanction had already been imposed on Vyshinsky. At that time, the following was confiscated as state revenue:
- two pieces of real estate (in Kyiv and in the Autonomous Republic of Crimea);
- two vehicles;
- 100% of the shares in the authorized capital of LLC “INTERSELECT”;
- 100% of the shares in LLC “NOVOSKOM EXPERT.”
The application of sanctions in the form of confiscation of assets to the state in the context of full-scale aggression by the Russian Federation is part of the state policy to protect the national interests, security, and territorial integrity of Ukraine, as well as to ensure justice and restore the violated rights and freedoms of citizens.
