The United States presented in Paris a plan for a peaceful settlement of the war in Ukraine, which envisages a possible freezing of the conflict with Russia's de facto control over the occupied territories and Ukraine's temporary refusal to join NATO. The initiative also considers partial easing of sanctions against Russia, which is already causing concern among Ukraine's allies. Implementation of the plan is possible only after Russia ceases hostilities.

The US representatives stressed that the negotiations cannot go on indefinitely: the prospects for an agreement should be determined in a matter of days. The creation of a post-war security force in Ukraine with the participation of France and the United Kingdom is being discussed separately to provide long-term support. At the same time, the idea of lifting sanctions, including the unfreezing of Russian assets, requires the unanimous consent of all EU countries.
