According to Finnish Foreign Minister Elina Valtonen, the European Commission ‘has a full mandate to do so.’

She said that such a move would not require unanimity among all member states.

‘If some of the sanctions lose their effectiveness in the future, or whatever happens, we will still have this tariff,’ Valtonen said.

This proposal comes amid a potential new standoff between the EU and Hungary over the renewal of tariffs imposed after Russia's invasion of Ukraine. The measures include freezing nearly €200 billion in assets of the Russian Central Bank and a list of hundreds of individuals, ships and organisations that have aided Russia's war.

At the same time, trade measures, such as tariffs, offer a workaround, as they only require a qualified majority to be approved.
