Vučić did not sign the Odessa summit declaration due to sanctions against Russia

Serbian President Aleksandar Vučić explained that he did not sign the declaration of the Ukraine-Southeast Europe summit due to the demand to strengthen sanctions against Russia.
The joint summit declaration was signed by the leaders of Moldova, Montenegro, Romania, Bulgaria, Croatia, Greece, Albania, North Macedonia, and Slovenia.
In a joint statement, the summit participants condemned Russia's brutal and aggressive war against Ukraine, while reaffirming their commitment to support Ukraine “for as long as necessary” and calling on all states to refrain from assisting Russia's military efforts.
The declaration calls for additional sanctions against Russia, the withdrawal of Russian troops from all of Ukraine, support for Ukraine's membership in the EU and NATO, and the establishment of a special tribunal.
Serbian President Aleksandar Vučić later stated that no one had pressured him to sign the declaration. According to him, he could not sign a document calling for sanctions against Russia, as this would be detrimental to his country and the policies he pursues.
