China is responsible for 80% of cases of circumvention of sanctions imposed on Russia. This is stated in a closed report by the German Foreign Ministry, which was accessed by the newspaper Süddeutsche Zeitung and the television networks NDR and WDR.

The document summarizes the results of the EU Foreign Affairs Council meeting held on May 20 in Brussels. The meeting discussed the possibility of expanding sanctions against Russia and the effectiveness of measures already taken.

According to the report, the EU believes that the sanctions have had an impact on the Russian economy and that progress has been made in combating the “shadow fleet.” The head of the EU sanctions committee, David O'Sullivan, proposed exploring the possibility of sanctioning ports in Turkey, India, and Malaysia, which are most often used by such vessels.

Brussels claims to have achieved “some success” in restricting exports of war-related goods to Russia via third countries, particularly Armenia, Serbia, Uzbekistan, and India. However, difficulties remain with Kazakhstan, the United Arab Emirates, and Turkey.

The document emphasizes that the European Union no longer expects US support in combating the circumvention of sanctions against Russia. Negotiations on this issue have failed.

According to the document, O'Sullivan stated that there are no longer any joint contacts between the European Union and the United States on the sanctions regime, and that cooperation between the G7 countries on new restrictions has “lost momentum.”
