The ban applies to both pipeline and liquefied gas. It will come into force on 1 January 2026, but there will be a transition period for existing contracts during which russian gas can still be supplied to Europe. The transition period for short-term contracts will last until 17 June 2026, and for long-term contracts until 1 January 2028.
The ban may be lifted in exceptional circumstances if gas supplies to the EU from other sources are threatened.
Hungary and Slovakia opposed a complete ban, but a qualified majority of EU member states was sufficient to pass the decision; unanimity was not required.
