The Ministry of Social Policy of Ukraine has stated the importance of creating a register of victims of russian aggression. People whose lives and health have been harmed should be compensated for their losses, and frozen russian assets may become a resource for this.

This was stated by the head of the Ministry of Social Policy Oksana Zholnovych. She emphasized that every Ukrainian who has suffered moral or physical losses due to the war should receive compensation from the aggressor country.

To do this, a register with full information about the victims should be created. The minister noted that the draft law on creating such a register was adopted in the first reading, and it is currently being prepared for the second reading.

“As for the IDP status, it is a forced circumstance that happened to people - they suffered from russian aggression. And this fact will not change - neither in a year nor in 10 years... Therefore, it is very important for us to create a register of victims of russian aggression who suffered damage to their lives and health. We are working on it now,” Zholnovych said.

According to her, frozen russian assets may become a source of compensation for the damage caused to citizens.

“I think that at some stage these funds will be used to compensate, among other things, for damage to life and health. Experts involved in the international compensation mechanism are considering covering damage caused to internally displaced persons. However, it will first be provided to people who have lost their homes: this register already exists, and the data on these people is ready for consideration by this international compensation mechanism,” the minister emphasized.
