This was reported by the German Foreign Ministry.
From 1 July, tankers sailing in German territorial waters will be required to have insurance cover for damage caused by oil pollution. It is noted that the insurance coverage of these vessels is often unknown, as they avoid reputable insurance companies and European ports.
"We must increase our vigilance in the Baltic Sea with regard to the “shadow fleet”. By asking about insurance status, we are adding another piece to our picture of the situation. The more complete the picture, the faster we can take action together with our partner countries in the Baltic Sea region, including adding vessels to the list of those subject to sanctions," said Transport Minister Patrick Schneider.
The Foreign Ministry noted that this measure is part of European efforts to combat Russia's ‘shadow fleet’ and improve maritime safety and the protection of the marine environment. The ‘shadow fleet’ includes oil tankers, some of which are old, use dangerous shipping practices and are used to evade sanctions.
If non-compliance is detected, the vessel may be subject to additional measures, ranging from enhanced surveillance in Europe to inclusion in the sanctions list.
The new measures apply to vessels sailing east of the German island of Fehmarn in the Baltic Sea.
As German Foreign Minister Johann Wazewulf emphasised, the new measure is intended to ‘increase pressure on the Russian shadow fleet and protect the Baltic Sea's living space.’
