This was reported by Reuters with reference to data received from Indian customs, according to Ukrinform.
According to the agency, two shipments of the explosive substance octogen were sent by the Indian company Ideal Detonators Private Limited to Russia in December and arrived in St. Petersburg, as confirmed by an Indian official.
It is noted that one shipment worth $405,200 was purchased by the Russian company High Technology Initiation Systems. The other shipment, worth over $1 million, was purchased by Promsintez.
The US government has recognised octogen as ‘critical to Russia's military efforts’ and warned financial institutions against facilitating any sales of the substance to Moscow, the publication writes.
The US State Department did not comment on specific shipments identified by Reuters, but said it had repeatedly informed India that companies doing business with the military were at risk of sanctions.
‘We have repeatedly made clear to all our partners, including India, that any foreign company or financial institution doing business with the Russian military-industrial complex is at risk of US sanctions,’ a State Department spokesperson said.
The Indian Ministry of Foreign Affairs stated that ‘India exports dual-use goods in accordance with its international non-proliferation commitments and based on its robust legal and regulatory framework.’
India's trade with Russia, especially its purchases of Russian oil, remains stable, even as Western countries have tried to cripple Russia's military economy with sanctions, the agency writes.
