The US has imposed sanctions on Rosneft and Lukoil

This is stated in a press release from the US Treasury Department.
In addition to Lukoil and Rosneft, the US Treasury Department's Office of Foreign Assets Control has added a number of their subsidiaries to the sanctions list — these are all entities that are 50% or more owned by Rosneft and Lukoil, either directly or indirectly. The list of subsidiaries includes 34 items.
‘It is time to stop the killing and declare a ceasefire immediately. Given Putin's refusal to end this senseless war, the Treasury Department is imposing sanctions on russia's two largest oil companies, which finance the Kremlin's war machine,’ commented Treasury Secretary Scott Bessent.
He also called on US allies to join the sanctions against russia and to comply with them.
The statement specifies that the decision to impose restrictions on Lukoil and Rosneft and their subsidiaries was made ‘in light of russia's lack of serious commitment to the peace process aimed at ending the war in Ukraine.’
At the same time, the US ‘will continue to advocate for a peaceful resolution to the war, and lasting peace depends entirely on russia's willingness to negotiate in good faith.’
During a press conference with NATO Secretary General Mark Rutte, US President Donald Trump commented on why the US decided to tighten sanctions against russia at this particular moment.
‘I just felt it was time. I waited a long time. I thought it would happen long before the peace agreement in the Middle East,’ he said.
He stressed that these are large-scale restrictions on oil and the two largest oil companies in russia and the world.
‘They produce a lot of oil, and I hope this will help... I hope he [russian President Putin] will be reasonable, and I hope [Ukrainian President] Zelensky will be reasonable,’ Trump explained.
European Commission President Ursula von der Leyen spoke with Minister Bessent on the evening of 22 October and thanked the United States for its decision on sanctions:
‘With the upcoming adoption of the 19th EU sanctions package, this is a clear signal from both sides of the Atlantic that we will continue to exert collective pressure on the aggressor,’ she said.
