The Verkhovna Rada has approved President Volodymyr Zelenskyy’s decree of July 2 on the compulsory seizure of 1,592 railway wagons belonging to Russian residents.
According to the explanatory note, decisions on the compulsory seizure in Ukraine of property owned by the Russian Federation and its residents are made by the National Security and Defense Council of Ukraine (NSDC) and enacted by a presidential decree. Such a decree must be approved by the Verkhovna Rada within six months after the cancellation or completion of martial law in Ukraine through the adoption of a corresponding law. The draft decision is submitted to the NSDC by the Cabinet of Ministers.
Following appeals from Ukrzaliznytsia, a decision was made to seize 1,592 wagons of various types owned by Russian residents.
According to the Presidential Envoy for Sanctions Policy, Vladyslav Vlasiuk, the value of these wagons is estimated at around UAH 2.2 billion. They include covered wagons, open wagons, platforms, and tank cars.
Their average age is 14 years, with a service life extending on average until 2047.
“The owners of these wagons are sanctioned residents of the Russian Federation,” Vlasiuk said. “The compulsory seizure of these wagons will ensure their transfer into state ownership of Ukraine — in fact, Ukrzaliznytsia is already using them.”
