According to intelligence reports, the load has shifted to sea routes. While in 2019, coastal shipping amounted to 0.4 million tonnes, in 2024, Oboronlogistics alone transported over 2 million tonnes. However, the ferry infrastructure has become overloaded – queues, a shortage of places and a reduction in the fleet are complicating supplies.
Small businesses are in the worst position because large operators reserve places in advance thanks to administrative resources, effectively forcing small carriers out of the market.
According to intelligence reports, the sanctions are not only destabilising logistics but also deepening socio-economic imbalances in the region, exposing the vulnerability of the system.
