Macron noted that russian assets remain blocked under sanctions, and their future fate will depend on international agreements. France, together with its partners, provides financial support to Ukraine through loans and grants, but confiscation of russian assets as collateral for payments is not possible.

“We are already using the proceeds of frozen assets to secure loans agreed at the G7. We have 230 billion of frozen assets in Europe, russian assets, but it's not as collateral for a loan because it's not our property. That's why they are frozen.”

Macron explained that the frozen russian assets cannot be confiscated, as it is against international law:

“You can take the income from the frozen assets, but you cannot take the assets themselves because it is not in accordance with international law, and we want to respect international law. They can become part of the negotiations after the war is over, because russia is the aggressor, and it must be held accountable," the French leader emphasized.

He also emphasized that compensation to Ukraine for the losses caused by the russian war is a priority.

"This war has cost us all a lot of money, and it is russia's responsibility, because russia is the aggressor. So, in the end, this frozen asset should be part of the negotiations.”
