The university positions the programme as the first master's degree in russia where students will learn to ‘identify and detect risks of sanctions and/or other negative measures by regulatory authorities against companies.’
The two-year master's programme is part of a group of programmes in the field of ‘international corporate compliance’.
There are no state-funded places, and the tuition fee is 490,000 roubles ($6,280) per year. The programme has 20 places for russian citizens and two for foreigners.
A more budget-friendly option at HSE is the ‘Sanctions Compliance’ advanced training programme, which, according to the description, will run from 16 September to 14 November this year. The cost of tuition is 84,000 roubles for 136 hours in the form of Zoom conferences with practical and theoretical sessions.
According to one of the university's founders, the active launch of ‘anti-sanctions’ educational programmes at HSE, as well as at other universities and on private platforms, is due to ‘demand’ from the Kremlin.
"Everyone is watching how Iran has been living under sanctions for 40 years. We will have to live for a long time in a hostile environment, with all kinds of restrictions and increasing control over the work of russia's foreign trade organisations.
There is a request from above, I think we need to learn how to get around this. The russian economy is turning towards a life under sanctions for a generation," he said.
