The diplomat explained that Belgium has “immobilized” a large part of the assets of the Central Bank of the russian federation and that the legal regime of such action differs from the “freezing” of private assets.
“It would be wrong to say that the immobilized assets are just lying around. They generate money, interest. And this interest is already being used so that Ukraine can repay the loans provided by the Group of Seven. These loans are helping Ukraine to support its economy and military efforts,” the ambassador said.
He believes that by confiscating this money, “we will actually ‘kill the goose that lays the golden eggs’ by taking away a sustainable source of money for Ukraine.”
The diplomat added that this opinion is shared not only by Belgium, but also by other countries where significant amounts of russian assets are concentrated.
In addition, the ambassador is convinced that it is extremely important to preserve such assets as a lever of influence on russia in the framework of future peace talks on compensation for damage caused to Ukraine.
At the same time, confiscation may carry serious risks in terms of financial stability and legal risks.
