In December this year, the European Union will provide Ukraine with an additional €4.2 billion in budget support, and starting in January 2025, the EU plans to provide €1.5 billion per month.

This was announced by the President of the European Council, Antonio Costa, at a press conference in Kyiv on 1 December following a meeting with Ukrainian President Volodymyr Zelenskyy.

Costa explained that these funds ‘come from the proceeds of russian assets and can also be used for military purposes’.

The President of the European Council also said that the EU is preparing the 15th package of sanctions against the putin regime.

President of Ukraine Volodymyr Zelenskyy noted that financial mechanisms for using the proceeds of frozen russian assets to help Ukraine would start working in January 2025.

‘Politically, everything is already in place for the funds from russian assets to really help Ukraine, so in January, certain financial mechanisms should start working, and this is fundamental for Ukraine - russian assets should work to protect against russian aggression,’ Zelenskyy said.

He added that ‘regular tranches next year will significantly support financial stability in Ukraine.’

In addition, Costa said that the EU and Ukraine will work together to open at least two clusters of negotiations on European integration in the ‘first half of next year’.

Zelenskyy emphasised the importance of opening the negotiation clusters, noting that ‘it is absolutely realistic, in parallel with the negotiation process, to ensure Ukraine's gradual integration into the internal market of the European power’.

‘Our agenda also includes work on NATO, and securing NATO for Ukraine is a necessary thing for our survival. We are working at all levels to strengthen Ukraine's position for the entire Euro-Atlantic community,’ the Ukrainian president said.
