HACCU rulings on asset forfeiture
Since the onset of Russia's full-scale invasion of Ukraine on February 24, 2022, Russia has been inflicting tremendous damage on the Ukrainian economy. The World Bank estimates the damage at $411 billion, and this figure is growing every day. We strive to hold Russia accountable and make it pay for the harm it has done. Ukraine has been making steps in this direction since May 2022 having amended its sanctions legislation.
In May 2022, the Law "On Amendments to Certain Laws of Ukraine on Improving the Effectiveness of Sanctions Related to the Assets of Individuals" was adopted. It allows for the confiscation of the assets of Russian oligarchs in Ukraine during martial law and the collection of those assets in favor of the state.
In April 2023, the draft law "On Amendments to Certain Legislative Acts of Ukraine on the Application of Sanctions" was supported, providing for wider opportunities to confiscate the assets of Russian oligarchs in Ukraine.
We monitor the situation with the sanctions policy in Ukraine and analyze the decisions on confiscation of assets of Russians and collaborators. Below is an up-to-date list of all the HACC's decisions on asset confiscation.

Belaruskali is a budget-forming Belarusian enterprise of republican significance, strategically important for the economy and state revenues, and is fully controlled by the political leadership of Belarus (including President Alexander Lukashenko, who is not recognised by Ukraine), which provides assistance and support for the aggressive war against Ukraine. Belaruskali contributes to the Russian Federation's armed aggression against Ukraine by: - participating in the material and technical support of such aggression through financial and economic relations with a number of Russian companies that are part of the military-industrial complex of the Russian Federation; - facilitating armed aggression by providing material and technical support to the occupation administrations, namely the supply of technical salt (halite) to the self-proclaimed ‘DPR’ and ‘LPR’; - participating in the financing of the removal of Ukrainian children from the temporarily occupied territories to the territory of the Republic of Belarus and organising and financing measures related to supporting the aggressor state's policy of not recognising the Ukrainian people's right to self-identification. The European Union, the United States of America, Canada and the United Kingdom have imposed international sanctions on Belaruskali, including in connection with Russia's invasion of Ukraine. However, Belaruskali is taking steps to circumvent these restrictive measures.
