HACCU rulings on asset forfeiture

Since the onset of Russia's full-scale invasion of Ukraine on February 24, 2022, Russia has been inflicting tremendous damage on the Ukrainian economy. The World Bank estimates the damage at $411 billion, and this figure is growing every day. We strive to hold Russia accountable and make it pay for the harm it has done. Ukraine has been making steps in this direction since May 2022 having amended its sanctions legislation.
In May 2022, the Law "On Amendments to Certain Laws of Ukraine on Improving the Effectiveness of Sanctions Related to the Assets of Individuals" was adopted. It allows for the confiscation of the assets of Russian oligarchs in Ukraine during martial law and the collection of those assets in favor of the state.
In April 2023, the draft law "On Amendments to Certain Legislative Acts of Ukraine on the Application of Sanctions" was supported, providing for wider opportunities to confiscate the assets of Russian oligarchs in Ukraine.
We monitor the situation with the sanctions policy in Ukraine and analyze the decisions on confiscation of assets of Russians and collaborators. Below is an up-to-date list of all the HACC's decisions on asset confiscation.

YANUKOVYCH V.F. A citizen of Ukraine, former President of Ukraine, who resigned from his constitutional powers in February 2014.	Presenting himself as the allegedly legitimate President of Ukraine, he addressed a written statement to the President of the Russian Federation, in which he requested the use of the Russian armed forces on the territory of Ukraine. After fleeing Ukraine, he supported Russia's aggressive policy toward Ukraine and arrived in Minsk in March 2022, intending to illegally declare himself President of Ukraine. KOLBIN S.M. A citizen of Ukraine, who after the occupation of the Autonomous Republic of Crimea acquired a second citizenship - of the Russian Federation. He is the beneficial owner of Consultrend Enterprises Limited (75% share). The group of metallurgical enterprises "United Company Rusal" supplies aluminum products to Russian defense enterprises that directly develop, manufacture and supply military equipment, weapons and ammunition for the needs of the Russian Armed Forces.	He is a close associate of the President of the Russian Federation. Supports the policy of the aggressor state through indirect ownership and control over organizations operating in industries of strategic importance to the Russian government, namely, in the transport, defense and construction sectors. The sole executive body (managing organization) is PJSC United Aircraft Corporation, 92.31% of which is owned by Rostec.	Commissioned by the Russian Ministry of Defense, it produces military aircraft (including the IL-76) used in the war against Ukraine. It is an integral part of the Russian Defense Industry. LEBEDEV A.A. Russian designer and public figure, disseminates materials in the media aimed at justifying and legitimizing the armed aggression of the Russian Federation, as well as the temporary occupation of Ukrainian territories by the Russian Federation.	He made a video report based on the photographs and video footage he took during his illegal crossing of the state border of Ukraine and his visit to the temporarily occupied territories of Ukraine, including the cities of Donetsk, Mariupol and Melitopol, as well as the Zaporizhzhia Nuclear Power Plant. In this video report, he expressed support for Russia's armed aggression against Ukraine, support for the temporary occupation of the territories of Ukraine and praise for the armed groups controlled by the Russian Federation. In 2017, Lebedev received a five-year ban on entering Ukraine after illegally visiting the Russian-occupied territory of Donbas and Crimea. The companies owned by Khudainatov supplied fuel and lubricants to paramilitary, law enforcement and security agencies, as well as government agencies that took part in the preparation, support and direct full-scale military invasion of Ukraine.
